The process-topology smoke tests shell out to the tsoracle binary, but
`cargo llvm-cov ... --exclude tsoracle` skips building it into
`target/llvm-cov-target/`. Add a `TSORACLE_BIN` env override (checked
first in `locate_tsoracle_binary`) and have the Makefile coverage
targets build the binary into the regular `target/debug/` first, then
pass its absolute path through. The walk-up fallback still handles the
plain `cargo test --workspace` case, since that builds the bin into
`target/debug/` next to the test exe's parent.
