feat: expose verifier error sentinels in public provider package

ErrVerificationFailed and ErrVerifierFailedToRun are re-exported from
internal/native so that consumers of Verifier.VerifyProvider can use
errors.Is to discriminate between a verification mismatch (results
already published to the broker) and an infrastructure failure of the
verifier itself.

This lets contract-testing pipelines that gate via can-i-merge /
can-i-deploy treat verification mismatches as non-fatal at the test
step without losing visibility into framework-level failures.
