fix(services): time out external API calls to avoid jest timeouts

weather-service and public-holidays-service both called fetch with no
timeout, so a slow response from Open-Meteo or Nager.Date would block
dashboard renders past jest's default 5s test timeout. Add a 2.5s
AbortSignal so the existing catch block falls back to {} / [] quickly.
