Refactor enum checking to a function in Golang (#634)

We refactor the verification logic for checking the range of an
enumeration value to a separate function so that we can simplify the
code for verifying enumeration properties of classes. Namely, it becomes
identitic with the code for verifying constrained primitives.

Previously, we in-lined the range checks for enumerations for
computational efficiency. As we want to introduce the lists of atomic
values, that logic becomes too convoluted in case of lists of
enumerations.
