refactor: extract shared backoff, level_for_on, and pause/resume cb typedefs (#293)

- F19: extract apply_backoff(attempt) static helper in bb_http_client_espidf.c;
  collapses two identical inline idx/vTaskDelay call sites
- F23: move level_for_on logic to bb_led_gpio_internal.h as
  bb_led_gpio_level_for_on inline; removes local implementations from
  espidf, host, and arduino platform backends (LOW==0/HIGH==1 on Arduino)
- F17: add bb_http_pause_cb_t / bb_http_resume_cb_t canonical typedefs to
  bb_core.h; alias bb_ota_pause_cb_t, bb_ota_resume_cb_t,
  bb_update_check_pause_cb_t, bb_update_check_resume_cb_t to the new types;
  no source-level changes for callers
