Grow climber sample period at small caches

At small cache sizes the per-sample hit-rate signal is noisy enough that
the climber can converge near the initial window split. For caches at or
below 512 entries, scale the sample period proportionally as the step
size decays so each measurement is taken over more requests when fine
tuning, while remaining reactive at full step.
