fix: use corepack to install npm 11 avoiding self-upgrade corruption (#2638)

The `npm install -g npm@11` command corrupts its own module tree
mid-install on runners with Node 22.x (npm 10.9.x bundled), causing
MODULE_NOT_FOUND for promise-retry. Using corepack sidesteps this by
managing the npm version externally.
