Add content for philosophy and why pages (#2837)

This PR adds content for the "Philosophy" and "Why Vrembem" pages of the documentation website.

**Additional changes**

- `core`: Rename `--vb-prefix` to `--vb-prefix-tokens` so that it's purpose is more clear.
- `content`: Add appropriate line-height heading sizes.
- `select`: Improve offset value of select picker.
- `docs`: Add styles and modifiers for footnotes and progress lists.
- `docs`: Simplify menu modifier overrides.
