Commit Message

Remove the CI badges from README.rst.

They get captured statically by PyPI at upload time and hence are always out of date --- they usually say failing for GHA (because we cancelled a non-needed run) and pending on appveyor (because they stack up in a line there; plus we no longer use appveyor).
Keep the coverage badge, that's pretty stable and a reasonable representation of what is covered to show on PyPI.
