tests: add HCOOperatorConditionsUnhealthy (#4261)

alert test and fix descheduler description

Add a Serial e2e test that verifies the
HCOOperatorConditionsUnhealthy alert fires
correctly.

Also fix the misleading It description for
the HCOMisconfiguredDescheduler test which
incorrectly referenced KubeVirtCRModified.
