medplum-provider: hide Get Started screen via project setting (#9253)

* medplum-provider: hide Get Started screen via project setting

When the `hideGetStarted` boolean is set to true in the project's
public settings, the Get Started screen and sidebar link are suppressed
for all project members regardless of individual localStorage state.

Fixes #9251
