docs: add README, CONTRIBUTING, and deep-dive docs

Land the prose documentation now that every file it references exists
in the repo, so intra-repo links and code pointers don't break review.

- README.md: project pitch, install/quick-start, badges, links into
  the deep-dive tree.
- CONTRIBUTING.md: local setup, the exact checks CI runs, the docs
  layout (root docs/ vs. in-crate docs modules) and which file to
  update for which kind of change, conventional-commit conventions,
  and the release checklist.
- docs/: the deep-dive tree organized by audience — overview and
  getting-started for newcomers; the-allocator, consensus-integration,
  architecture-deep-dive, and key-subsystems for contributors;
  client-api-and-usage and operations for integrators and operators;
  testing-and-examples as the index into the example crates.

The three chapters that also render on docs.rs (algorithm,
consensus_integration, operations) live in the corresponding crates
and are kept consistent with the matching root chapters per the
convention spelled out in CONTRIBUTING.md.
