feat: accept callable credential in _TokenProvider for short-lived tokens

CHIME's frb-master access token expires in ~30 min. Storing it as a
static string breaks HelixObs JWT refresh at hour 23. credential now
accepts Callable[[], str] — invoked fresh on each /auth/token call —
so CHIME can wrap frb._check_authorization() + frb.access_token.

User guide updated with the CHIME-specific callable pattern.
