* docs: add Web UI requirements spec and update design/validation trifecta

Create \web-ui-requirements.md\ with 42 formal requirements (WEB-0101
through WEB-CC-04) extracted from the existing design doc, source code,
and validation plan.

Key changes:
- **Requirements** (new): 10 sections covering Dashboard, Desired State,
  Program Ingest, Program List, Authentication, Infrastructure, Sensor
  Data, Environment Manager, Deployment, and Cross-Cutting concerns.
  Includes dependencies, assumptions, and risks.
- **Design** (updated): fixed \sessionStorage\ clearing scope (MSAL keys
  only, not full clear), clarified redirect URI path normalization, removed
  stale \programroute\ table reference, updated cross-references.
- **Validation** (restructured): added Overview, Scope, Test Strategy,
  Traceability Matrix, Risk-Based Prioritization, and Pass/Fail Criteria
  sections. Added 13 new test cases to close coverage gaps (schedule
  divergence, graph limits, env validation, redirect URI edge case,
  cross-cutting concerns). Total: 72 test cases.
- **Audit** (new): extraction audit report with 11 findings, all
  remediated. Verdict: PASS.

- Fix requirement count in audit report (42 → 53)
- Align table name to \sensordata\ (lowercase) matching code and Bicep
- Fix T-WEB-0806 requirement mapping (WEB-0801 → WEB-0802)
- Fix GUID validation AC to match case-insensitive regex in code
- Fix missing space typo in design doc §8
