fix(moderation): add link filter UI and unblock discord.gg deletions (#980)

* Fix link filter domain matching

* 📝 Add docstrings to `bill/add-link-filter-ui`

Docstrings generation was requested by @BillChirico.

The following files were modified:

* `src/modules/linkFilter.js`
* `src/utils/modExempt.js`
* `web/src/components/dashboard/config-categories/moderation-safety.tsx`

These files were kept as they were:
* `src/modules/events/messageCreate.js`

These files were ignored:
* `tests/modules/events-extra.test.js`
* `tests/modules/events.coverage.test.js`
* `tests/modules/linkFilter.test.js`
* `tests/utils/modExempt.test.js`
* `web/tests/components/dashboard/config-categories-smoke.test.tsx`

These file types are not supported:
* `config.json`
* `docs/features/moderation.mdx`

* fix(moderation): align link filter domain validation

* fix(moderation): address link filter review follow-ups

* fix(moderation): document async link filter result
