Install golangci-lint via go install in CI

The install.sh path fetches the release tarball from the GitHub
release-asset CDN, which intermittently serves truncated content
that fails the script's SHA256 integrity check (v2.12.2 lint job
just hit a checksum mismatch with a bogus "got" hash). Switching
to `go install github.com/golangci/golangci-lint/v2/cmd/golangci-lint@<version>`
fetches via the Go module proxy — content-addressed, far more
reliable, and the same pattern already used in this job for
govulncheck, goimports, and gofumpt. The pinned version env var
is unchanged.
