fix(devcontainer): address PR review feedback

- Pin Dockerfile base image by digest to keep dev environments reproducible
- Make SSH agent forwarding work on both Docker Desktop and Linux by
  bind-mounting ${SSH_AUTH_SOCK:-/run/host-services/ssh-auth.sock} to
  /ssh-agent inside the container
- Guard ${HOME} with ${HOME:?...} so missing HOME fails fast
- Drop the TEST_ENV / TEST_ENV_2 / TEST_ENV_3 placeholder entries
- README: hoist the chmod 0600 SSL-key step into a new "Running the services"
  section (now relevant for `db` too, not only `db-test`), remove the duplicate
  paragraph from the Test section
- README: correct the dev-container section to match reality (no `.env`
  auto-generation; the installed VS Code extensions are Biome, Claude Code
  and ChatGPT — not Jest/EditorConfig)
