feat(rules): integrate starter-aware logic into naive boundary scan

Add COMMON_SENT_STARTERS to naive_boundary_finder to detect boundaries
when a terminator is followed by a space and common sentence starter
(e.g., ". did", "! But"). Catches typographical errors where the
sentence starter is lowercase (common in messy text).

Also clean up some redundant entries from en_rules starter list
