fix: strip .npmrc scope routing before publishing to npmjs.com

The @eresearchqut:registry scope in .npmrc overrides publishConfig.registry,
routing npm publish to GitHub Packages instead of npmjs.com. Remove the
scope line before publishing so publishConfig.registry (npmjs.com) is used.
The setup-node step for GitHub Packages reconfigures auth afterwards.
