docs(readme): drop references to the unpublished 2-state filter

The 2-state form was a development-only design point — it was never
released on crates.io, so framing the current filter as 'what changed'
from it is mysterious to new readers. Reworded the section as a
straight tradeoff description of the current design (bias state on
vs off) and removed the 'recovers a 2-state filter' parenthetical
from the Settings table. No code change. Technical content (steady-
state error size, ~10 s settling, motion-doesn't-slow-convergence,
warm-start roadmap) preserved.
