* fix: remove stale linux/amd64 platform override from bootstrap container

The bootstrap image pull and container create calls forced
platform("linux/amd64") because the SWA CLI StaticSitesClient
binary had no ARM build. That dependency was removed when the SPA
deployment was retired from bootstrap -- the image now only contains
Azure CLI + jq + shell scripts, all of which have native arm64 builds.

CI already publishes a multi-arch manifest (amd64 + arm64), so the
platform override was the sole reason Docker invoked QEMU emulation on
arm64 hosts, causing the "uncaught target signal 6 (Aborted)" crash.

Remove the override from both the create_image (pull) and
create_container calls so Docker pulls the native architecture.
