Upgrade Java test version to 21 and improve snapshot publishing (#70)

* ci: sign snapshot artifacts and mirror release pipeline order

Snapshots were deployed to Maven Central unsigned and the GitHub
snapshot pre-release attached unsigned jars. Wire GPG into the
snapshot path and reorder so publish-snapshot signs + deploys first,
then github-snapshot attaches the signed assets. Same shape as
publish-release -> github-release.

* build: align test bytecode target with CI JDK (17 -> 21)

CI uses JDK 21 (setup-java); main code stays at 1.8 bytecode but tests
have no reason to target 17 specifically. Bumping the test target to 21
matches the actual runtime and keeps versions in sync.
