fix: stop healthcheck from clobbering restart timestamp file

The curl in the rdf4j healthcheck redirected stderr to /var/info/restart
(overwrite), so curl's progress meter wiped the file every 60 seconds and
destroyed any restart timestamps appended on failure. Silence curl and
discard its output instead so the failure-branch `date >>` appends survive.
