build: replace commitlint with gitlint

Motivation:
Transition from commitlint to gitlint for commit message linting and update
rules to better accommodate project needs, specifically allowing Dependabot
commits while removing obsolete subrepo rules.

Design Choices:
- Replaced @commitlint packages with gitlint system tool.
- Updated .gitlint configuration to ignore dependabot's bump commits.
- Updated Husky hook and npm script to use gitlint.

Benefits:
- Cleaner configuration by removing unused rules.
- Better integration with automated dependency updates.
- Reduced project dependencies by using a system-level tool.
