build: exclude CPANSA-perl-2026-4176 in CPAN audit

Motivation:
The CI is failing due to a new security advisory CPANSA-perl-2026-4176
which targets the bundled Compress::Raw::Zlib in Perl core. This is
the same underlying issue as CPANSA-Compress-Raw-Zlib-2026-3381 which
is already excluded.

Design Choices:
Add CPANSA-perl-2026-4176 to the exclusion list in the Makefile's
check-audits-cpan target and update the explanatory comment.

Benefits:
Restores the green CI state while acknowledging that we are aware of
this specific advisory.
