Move nuget.config aside for the Sign .NET Assemblies step

azure/trusted-signing-action@v2 installs `sign`/`Microsoft.ArtifactSigning.Client`
via PowerShell PackageManagement, which invokes NuGet with --add-source. NuGet
rejects --add-source when packageSourceMapping is active (added in #4647 when
the repo adopted CPM), failing with:

    The --add-source option cannot be combined with package source mapping.

Rename nuget.config to nuget.config.bak before signing and restore it after,
so the third-party action's NuGet calls don't see CPM source mapping.

Only affects builds with authenticode_sign=true (stable releases or manual
dispatch); nightly runs skip the sign step.
