* fix(deps): update kubernetes

* fix(deps): pin sigs.k8s.io/network-policy-api to v0.1.8

The bump to v0.2.0 introduced breaking changes in v1alpha2: the
ClusterNetworkPolicyPort type was removed and replaced by the nested
ClusterNetworkPolicyProtocol structure (TCP/UDP/SCTP each holding a
DestinationPort), which broke the CNP ACL builder in pkg/ovs.

Restore the previous pseudo-version so the kubernetes group update can
land, and disable renovate updates for this module until the consumer
code is adapted to the v0.2.0 API.
