fix(web): upgrade next monorepo to 16.2.6 to fix Vercel build (#1708)

The eslint v10 bump in #1706 broke the Vercel deploy because
eslint-config-next@15.x only supports eslint ^7 || ^8 || ^9.
eslint-config-next gained eslint v10 support in 16.x, which is paired
with Next 16.

Upgrades next, @next/third-parties, and eslint-config-next from
15.5.18 to 16.2.6. Next 16 requires two tsconfig changes (jsx must
be react-jsx instead of preserve, and .next/dev/types/**/*.ts must
be included), applied here. React 19.2.6 is already on a supported
peer range, no other changes needed.
