fix(build): emit unsupported-target message before bindgen

The x86_64-pc-windows-msvc fail-fast ran after generate_bindings(), so
msvc users without libclang hit a confusing "Unable to find libclang"
panic instead of the actionable "build for the GNU target" message.
Resolve the target and bail on msvc before ensure_submodule() /
bindgen. Verified: clean msvc build now panics at build.rs with the
GNU-target guidance; gnu build/tests unaffected (64 passed).
