feat: confirm slopctl send via transcript for hook-silent slash commands

Client-local slash commands (/model, /effort, /compact, /clear) fire no
UserPromptSubmit hook, so `slopctl send` of any of them timed out even
though the command was accepted. tail_transcript now treats a `user`
record whose message.content starts with `<command-name>/` as a
prompt-accepted signal and notifies pending senders — added beside the
existing UserPromptSubmit-hook and queue-enqueue paths, so either signal
confirms. The hook/state confirmation path is unchanged.

mock_claude gains faithful /model /effort /compact /clear (write the
<command-name> record, fire no hooks) plus two real-Claude-fidelity
fixes surfaced by TDD: empty submissions are no-ops, and the harness
commands /echo /sleep /env /newline-mode still fire UserPromptSubmit
(they are accepted prompts, not real client-local slash commands).
