feat(bb_registry): honor order priority in regular-tier walker (#253)

rename bb_registry_entry_t.route_count → .order; insert stable
insertion-sort by .order ascending into both espidf and host walkers
before invoking inits so lower numbers run first. ties preserve
registration (insertion) order. add .order field (default 0) to early
and pre_http entry structs for symmetry. update CLAUDE.md with ordering
semantics. add three host tests asserting ascending-priority dispatch
and stable tie-breaking.

unblocks bb_update_check's bb_event_routes_attach("update.available")
running after bb_event_routes_init sets s_cfg.initialized = true,
fixing topics: [] in /api/diag/events.
