docs(plans): hide-internal-types PR 4 audit clean — mark parent shipped

PR 4 (verification checkpoint) found no stragglers: external reach via
ibapi::messages::* and ibapi::proto::* both fail with E0603 from a
downstream test crate; DecoderContext / StreamDecoder confined to
crate scope.

Marks v3-api-ergonomics.md §3 "Hide internal types from the public
surface" as shipped (PRs #574, #575, #577). One follow-up tracked:
retire ResponseMessage from the public surface by reshaping
StartupMessage::Other.

Also corrects the follow-up entry — parse_raw_message is inside
pub(crate) mod connection, not an external leak. Only StartupMessage::Other
forces ResponseMessage to stay pub.
