ci: add Windows CMake CI workflow with MSVC and clang-cl

Mirrors the existing cmake-linux.yml on the Windows platform, building across
2 compilers (MSVC, clang-cl) and 4 AAD backends (aadet, xad, codipack, adept).
Uses the Release-windows CMake preset with Ninja generator and static MSVC
runtime, following the same pipeline: Machinist codegen -> compile -> test.

ci: add Windows git config to handle backslash paths on checkout

The git tree contains entries with literal backslash characters in
filenames (e.g., "dal/auto/java\DateStepSize.java") that were
committed from Linux. Git for Windows refuses to check these out
unless core.protectNTFS is disabled and core.longpaths is enabled.
