fix: force linux/amd64 platform for bootstrap container (#939)

The bootstrap image (azure-cli + SWA CLI) is x86_64-only — the
`StaticSitesClient` binary that the SWA CLI downloads at runtime has
no ARM build. On ARM hosts (e.g. Armbian on aarch64) the binary
fails with "cannot execute binary file" (exit code 126).

Force `platform("linux/amd64")` on both the image pull and container
create so Docker uses QEMU emulation on non-x86 hosts.
