fix: downgrade APP_DATA/WAKE drop warnings when connector subscribers exist (#936)

The gateway logged WARN-level 'APP_DATA dropped: no handler matched
\program_hash\' even when the data was successfully forwarded to
connector subscribers (e.g. \sonde-azure-companion\). This created
noisy false alarms in production.

Now checks \ConnectorEventHub::subscriber_count()\ before choosing
log level:
- connector subscribers > 0: DEBUG with 'forwarded to connector'
- no subscribers at all: WARN with 'dropped' (truly no consumer)

Updates GW-1308 AC6 in requirements, design, and validation docs to
reflect the two-tier logging behavior.
