Phase 3: migrate the build to Dist::Zilla (#26)

* Add Phase 3 design spec: Dist::Zilla migration

Tooling & release-pipeline phase. Migrates the build off
ExtUtils::MakeMaker to Dist::Zilla so $VERSION is single-sourced and
injected identically into all four packages, README.md is generated
from POD, the linux CI matrix broadens, and release.yml gains the
version/test gates Phase 2 never shipped.

Replace the hand-written perlcritic/synopsis/version xt tests with
[Test::*] plugins, add Test::Compile/Test::Version/PodSyntaxTests/
Test::CPAN::Changes for broader coverage, keep examples.t as
xt/author/examples.t, and un-dot the lint config files so they ship.
The # VERSION markers sit below the pragma block so the injected
\$VERSION does not precede 'use strict'. perltidy is left to CI (no DZ
plugin exists for it, and it cannot run against version-injected
source).
