ci: expand SLSA attestation coverage

Switch from actions/attest-build-provenance to the generic actions/attest
(default predicate is still SLSA build provenance), broaden the dist
subject glob to cover archives, .apk/.deb/.rpm packages and
checksums.txt, and attest the Caddy and legacy Docker manifests by
digest with push-to-registry. cd-chart.yml gains the matching id-token
and attestations permissions plus an attestation on the signed .tgz.
