* Add Phase 1 design spec: documentation & posture

Covers dropping the "experimental" framing, a SECURITY.md policy,
branch reconciliation, a MooX::Role::Parameterized::Cookbook page,
and an xt/ author test backing each cookbook recipe with a runnable
examples/ script.

Branch reconciliation no longer prunes feature branches — all existing
remote branches stay. Make explicit that the new cookbook module uses
the package NAME VERSION syntax adopted under the 5.12 floor.

The plan decomposes Phase 1 into nine tasks. The spec is updated to
record that examples/task-1-weekly-challenge-122.pl is bounded so the
new author test can run it to completion.

* Drop rm cleanups from the Phase 1 plan verification steps

The build artifacts (Makefile, MYMETA.*, pm_to_blib) are gitignored,
so the verification steps no longer delete them. The MANIFEST check
now greps the file directly instead of running make manifest.

The distribution is a stable port of MooseX::Role::Parameterized; the
"experimental" wording no longer reflects its maturity. This is a
wording change only — the distribution stays on 0.x numbering. Also
fixes the adjacent "STATIC METHOS" heading typo.
