Make the With.pm SYNOPSIS runnable and add xt/synopsis.t

The MooX::Role::Parameterized::With SYNOPSIS was illustrative
pseudo-code — literal "..." placeholders inside hashrefs and undefined
role names — so it could not compile. Rewrite it as a real, runnable
example: a parameterized Tag role applied to an Article consumer,
including the arrayref multi-apply form.

xt/synopsis.t (Test::Synopsis) now compiles every module's SYNOPSIS;
Test::Synopsis is added to the develop prereqs.
