Improve docstrings in templates.py to NumPy style

Adds class docstring to Templates (merging all __init__ params, fixing
stale 'mapdir' param and correcting maxtemplatewave default); removes the
'""""' typo from __init__; converts convolve_vdisp_pre, conv_pre_select,
convolve_vdisp_from_pre, convolve_vdisp, and klambda from
informal/np.ndarray to NumPy style; collapses init_ffts,
get_templates_filename, _gaussian_radius, and _gaussian_kernel1d to
one-liners.
