Improve docstrings in emlines.py to NumPy style

Adds a class docstring to EMFitTools, expands build_linemodels,
optimize, test_broad_model, linefit, and emline_specfit with full
NumPy-style Parameters/Returns sections. Converts inline-style private
method descriptions to brief one-liners.
