[fix] Create global notification settings for non-org admin staff users #453

Standard staff users (those who are not organization administrators) were
created without a global notification setting, leaving them with an empty
notification preferences UI. This PR ensures the global setting is created
and preserved for staff users across the relevant user and organization
lifecycle events.

Closes #453
