Add CLAUDE.md with project overview for AI assistants

Documents the Django/Celery stack, the three Django app locations
(server/, zentral/core/, zentral/contrib/), the ee/ tree for
non-Apache code, the event pipeline and stores, the broker choices
per environment (RabbitMQ in dev, AWS SQS or GCP Pub/Sub in prod),
and the ZentralAppConfig pattern for new apps.
