Release 0.502: fix version typo + release automation + author tests (#23)

* Add Phase 1 design spec: min Perl 5.12 + release automation

First phase of the modernization roadmap. Covers the bump to Perl
5.012, a tag-triggered CPAN/GitHub release workflow, xt/ author tests
for perlcritic and perltidy, and the 0.5O1 version typo fix.

* Track AGENTS.md and fold it into the Phase 1 spec

Rename the untracked CLAUDE.md to AGENTS.md (vendor-neutral
convention), generalize its intro line, and commit it. Extend the
Phase 1 design spec with Deliverable F so AGENTS.md is kept in sync
with the 5.12 floor, the new CI matrix, and the release automation.

* Reorder roadmap: Documentation & posture moves to Phase 1

Renumber the modernization phases so the Documentation & posture work
runs right after the typo bugfix. This spec (min Perl 5.12 + release
automation) becomes Phase 2; Tooling becomes 3, Code modernization 4.
Refresh the 0.600 version-bump rationale, which no longer hinges on the
"experimental" framing being dropped later.
