Phase 12.1b: Migrate to Perl 5.12 Baseline (#134)

* feat: migrate to Perl 5.12 baseline

Establish Perl 5.12 as the minimum version.
- Update MIN_PERL_VERSION to 5.012000.
- Adopt 'use v5.12;' (implicitly enabling strict).
- Modernize inheritance with 'use parent'.
- Modern package version syntax (package Name VERSION;).
- Updated tools/bump-version to support new syntax.

* chore: finalize perl 5.12 baseline and restore fallback testing
