Add types to bzcleaner.py

This makes it possible to implement rules without getting type errors
reported from the inferred types on the BzCleaner base class.

Some of the types are currently rather general e.g. modelling things
as dict[str, Any] when then in fact have some additional
structure. However this seems like a good starting point.
