chore(maintenance): bypass cool-down for security overrides

- Update `scripts/npm-packages.sh` to fetch the absolute latest version for security overrides, intentionally bypassing the 7-day cool-down.
- Update `scripts/lint-versions.ts` to strip the `overrides` section before running the cool-down verification, allowing security patches to pass the linter.

This allows critical vulnerabilities to be addressed immediately without breaking the automated release cool-down checks.
