docs: update CHANGELOG and README for LOCMAF additions

CHANGELOG.md:
- LOCMAF encoder/decoder fidelity fixes (tfhd defaults, signed
  media_time, stpp/wvtt, track_id, skip-unknown, BMDT discontinuity)
- cmd/locmaf roundtrip subcommand with fidelity verification and
  cmaf/locmaf/gzip size stats

README.md:
- LOCMAF section now points at docs/LOCMAF.md for the design rationale
- roundtrip subcommand documented alongside the existing testgen
  subcommand under cmd/locmaf
- assorted typo and consistency fixes (cmaf/ vs cmsf/, subtitle
  description, ECCP/DRM example commands)
