docs: add instructions for generating test DCM files and running validation tests

- Add section documenting how to regenerate test DICOM files using npm run generate:test-dcm
- Document one-time Python virtual environment setup for validation-test-dcm tests
- Add instructions for running validation-test-dcm tests with vitest
- Clarify that comparison tests against Python reference validator run when .venv/bin/validate_iods is available
