Phase 12.1a: Migrate to Perl 5.10 Baseline (#133)

* docs(todo): update Perl migration plan to split 5.10 and 5.12 phases

* feat: migrate to Perl 5.10 baseline

Establish Perl 5.10 as the minimum version.
- Update MIN_PERL_VERSION to 5.010000.
- Adopt 'use v5.10;' everywhere.
- Remove 5.8.9 legacy checks (like eval { pack 'Q>' }).
- Adopt the defined-or operator (//) and state variables for caching.

Fixes #131

* fix: allow version strings in .perlcriticrc for Phase A

Fixes critic failure on 'use v5.10;' syntax.

* ci: add Test::Version to linux workflow for author tests
